The ICE Enforcement Surge at MSP Airport Sparks Major Concerns for Aviation Operations

The recent ICE enforcement actions at Minneapolis-St. Paul International Airport (MSP) continue to generate significant discussion in the aviation sector. Under the expanded “Operation Metro Surge” across the Minneapolis region, ICE agents have detained more than a dozen airport employees — primarily in hospitality, retail, dining, and concessions — often while they were en route to or already performing their shifts.

According to Unite Here Local 17 union officials, these workers had successfully passed stringent TSA security background checks and possessed valid work authorizations, yet faced detention soon after clearing security or during active duties. Several were removed directly from terminals, creating sudden staffing gaps that could affect passenger services at this key Delta Air Lines hub, which sees over 37 million passengers each year.

ICE’s multi-week operation has included agents stationed across the airport — even on jetbridges — performing document verifications on both travelers and staff. This has aligned with an increase in deportation flights departing from MSP (up to two per day, often via private FBOs like Signature Aviation), prompting protests, legal pushback, and broader scrutiny over potential overreach.

The Metropolitan Airports Commission has stated it does not coordinate with ICE but acknowledges federal agents’ legal access privileges. Industry observers are monitoring closely for any ripple effects on daily operations, employee confidence, and the passenger experience at MSP.
